Explanation of the Membership Assessment
All member towns of the FRCOG pay an annual assessment. The FRCOG Regional Services Assessment leverages more than $3 million dollars annually in FRCOG-managed projects serving the Franklin County region. There are two parts to the FRCOG Assessment: Statutory Charges and the Regional Service Assessment.
Statutory Assessment
The Statutory Assessment pays for retiree costs, most significantly our portion of the Franklin County Retirement System’s Unfunded Liability. All participating units will pay for this until the system is fully funded in 2028. This assessment varies from year to year based on the amortization schedule, actuarial analyses and annual performance of investments.
Regional Service Assessment
The Regional Service Assessment is the member portion of the FRCOG Assessment. The Regional Services Assessment pays for core services to member towns, staff support to the FRCOG Council and its Committees, and the overall administration of the FRCOG. In addition, the Regional Services Assessment leverages grant funding serving a variety of community needs.
