FRCOG work in Greenfield during 2005
- Staff secured Brownfields funding and completed an environmental site assessment for the Toyota of Greenfield and Mix N Match properties, as requested by the community. The value of the environmental assessment work for these properties in 2005 was $4,160.
- Soil and groundwater testing were completed for the Wells Street property, the proposed site for the new Senior Center at a cost of approximately $20,000 under the FRCOG's Brownfields Program.
- Staff worked on the Route 2 West Safety Study that includes Route 2 through the Town and the I-91/Route 2 rotary.
- Staff responded to various requests for technical support and data throughout year from developers, consultants and members of the public for projects in Greenfield.
- Staff continued working with the Greenfield DPW on an analysis of intersection improvements, including consideration of a roundabout at the intersection of the entrance of Greenfield Community College.
- Staff worked to advance projects along the Mohawk Trail Scenic Byway including the purchase of scenic easements, development of a marketing plan, and development of historic markers, vehicle turn-outs, and river access points.
- Staff provided assistance to the Town and MassHighway during the construction of the Riverside Greenway section of the Franklin County Bikeway. The bicycle path was completed and a groundbreaking ceremony was conducted in 2005.
- Staff secured funding to complete a Corridor Management Plan for the Mohawk Trail Scenic Byway East (Greenfield to Athol).
- Staff met with Town personnel to identify areas of existing pedestrian facilities and potential locations for future linkages.
- Staff continued to provide technical assistance to the Town and the Route 2 Task Force to implement Route 2 Safety Improvements.
- Staff secured an additional $3 million of funding for Route 2 Safety improvements by writing and submitting a successful white paper to Congressman Olver.
- Staff participated on an advisory committee working to develop a Regional Transportation Center and transit hub in Greenfield, and co-wrote a white paper to secure $1.5 million in funding to begin land acquisition and the design of a site in cooperation with Congressmen Olver, the FRTA, the Town and other stakeholders.
- Staff prepared a Smart Growth Technical Assistance grant to fund a Regional Study of Potential Industrial Park locations including a site in Greenfield.
- Staff secured a grant and began work on a Strategic Plan for Renewable Energy for the Pioneer Valley.
- Staff developed an emergency resource directory for first responders throughout Western Massachusetts.
- Staff updated state databases containing information on critical infrastructure and facilities in the region.
- Staff assisted in the development of a mutual aid agreement between the 101 towns of Western Massachusetts.
- Staff completed a pedestrian assessment survey and provided a map of the existing pedestrian facilities to the Town.
- Staff provided the Town with bicycle parking racks as part of Transportation Demand Management Program Share the Road in the Connecticut River Valley.
- Staff conducted ten municipal requested, four MassHighway requested, and three FRCOG requested traffic counts. The FRCOG request counts were in support of its Regional Traffic Count Program.
- Staff provided technical support for the safety improvements on Federal Street near Super John's Market. This involved reviewing and providing input on the consultant's final recommendations and reports.
- Staff provided traffic count data to the consultant working on the Towns Traffic Signal Project.
- Staff completed the 2005 Comprehensive Economic Development Strategy (CEDS) Project Listing, a prioritized listing of regionally-significant economic development projects, which included six projects in Greenfield. One of these projects, the First National Bank Building Redevelopment Project has been invited to submit a pre-application for funding from the federal EDA.
- Staff fulfilled data requests for the Planning Department, the Public Library, and five Greenfieldñbased organizations: Franklin Community Action Corporation, Franklin County Community Development Corporation, Franklin County Solid Waste District, New England Women and Children In Transition, and The Recorder.
- Staff completed the reporting requirements to maintain the Town's eligibility for the Economic Development Incentive Program through the Franklin County Economic Target Area.
- Staff provided technical support to the DPW on ESRI software to help create data layers for the town including one of fire hydrant locations.
