FRCOG work in Montague during 2005
- Staff prepared a Smart Growth Technical Assistance grant to fund a Regional Study of Potential Industrial Park locations including a site in Montague.
- Staff continued to assist the Town in advancing the Millers Falls Streetscape Project to construction which will be completed in 2006.
- Staff worked to implement approved projects along the Connecticut River Scenic Farm Byway including the purchase of scenic easements, design and construction of streetscape improvements in Erving on Route 63 north of Millers Falls, and the development of Byway signs and a marketing website.
- Staff continued to provide technical assistance to the Town and the Route 2 Task Force to implement Route 2 Safety Improvements including the relocation of Route 2 at the Erving Paper Mill and climbing lane and intersection improvements.
- Staff secured an additional $3 million of funding for Route 2 Safety improvements by writing and submitting a successful white paper to Congressman Olver.
- Staff continued work on the Connecticut River Erosion project and secured funding to assist in the repair and monitoring of the eroding shoreline at five locations in the Turners Falls Power Pool.
- Staff secured a grant and began work on a Strategic Plan for Renewable Energy for the Pioneer Valley.
- Staff developed an emergency resource directory for first responders throughout Western Massachusetts.
- Staff updated state databases containing information on critical infrastructure and facilities in the region.
- Staff assisted in the development of a mutual aid agreement between the 101 towns of Western Massachusetts.
- Staff completed a pedestrian assessment survey and provided a map of the existing pedestrian facilities to the Town.
- Staff provided the Town with bicycle parking racks as part of Transportation Demand Management Program Share the Road in the Connecticut River Valley.
- Staff provided assistance and served as a liaison during the construction of the northern section of the Canalside Trail (the section located in Turners Falls).
- Staff continued to provide assistance in advancing the Canalside Trail Bicycle Path southern section of the Franklin County Bikeway to construction including final revisions to the plans. Construction of this section of the Canalside Trail is anticipated to begin in the spring 2006.
- Staff conducted five MassHighway requested traffic counts.
- Staff prepared proposals to conduct a Pavement Management Study for the town maintained paved road network.
- Staff prepared a proposal to conduct a Sidewalk Inventory for the town maintained sidewalk system.
- Staff worked with local officials to help resolve issues related to the Greenfield Road reconstruction and Greenfield Road bridge projects.
- Staff secured Brownfields funding and completed an environmental site assessment for the former Strathmore Mill property, as requested by the community. The value of the environmental assessment work for this property in 2005 was $9,690.
- Staff completed the 2005 Comprehensive Economic Development Strategy (CEDS) Project Listing, a prioritized listing of regionally-significant economic development projects, which included twelve Montague projects.
- Staff fulfilled data requests for the Town and their Strathmore Redevelopment Consultants as well as three Montague-based organizations: Franklin County Home Care, Franklin County Housing & Redevelopment Authority, and the Brick House Community Resource Center.
- Staff completed the reporting requirements to maintain the Town's eligibility for the Economic Development Incentive Program through the Franklin County Economic Target Area.
- Staff prepared an application for a Smart Growth Technical Assistance Grant to fund the development of a Turners Falls Water Conservation Plan.
- Staff installed Pictometry software on the Turners Falls fire department computer network and provided technical support.
