Natural Hazard Pre-Disaster Mitigation
Project Overview
In late 2010, the Regional Preparedness and Natural Resources programs at the FRCOG gathered information from towns about persistent natural hazard problem sites, such as flood-prone roads and culverts, etc. This information will assist the towns in applying for federal pre-disaster mitigation funding. To be eligible for Federal funding assistance, a mitigation project must be considered cost-effective. The cost-effectiveness of the project is determined using the FEMA Benefit-Cost Analysis (BCA) software. We have created an on-line risk assessment and database tool that asks Highway Superintendents, Town Administrators, and other town officials to provide information about potential natural hazard mitigation projects in order to determine which projects are most likely to be funded. Town Officials with an assigned password from the FRCOG can enter a project into the project database.
Current Activities
FRCOG has contracted with the engineering firm Milone & MacBroom, Inc. to help assess and prioritize the projects submitted through the online database. The firm is now drawing up engineering plans for the two top-rated projects, which will lead to them running a BCA for them. In the end, Milone & MacBroom will assist FRCOG and town officials with preparing the applications for federal funding for these projects.
Future Plans
Thanks to Congressman Olver, additional funds for more engineering studies may be available over the next two years.
