Transportation Improvement Program

Project Overview
The Transportation Improvement Program (TIP) is a prioritized, multi-year program for the implementation of transportation improvement projects in the Franklin region. Any project intended to receive federal transportation funds must, by federal regulation, be listed in an improvement program that includes broad public participation. The TIP is drafted each year, and includes detailed project evaluations that take into account need, community support, additional benefits, project readiness, and funding availability. The TIP is an expression of intent to implement the listed projects. A final commitment of funds for each of the projects has not been issued.
The FRCOG planning staff works closely with MassHighway Districts 1 and 2, and the State Office of Transportation Planning (OTP), and the entire Franklin County Tranportation Planning Organization to ensure that these prioritized TIP projects are advertised and funded. Projects on the TIP were solicited from Franklin County municipal officials, MassHighway Districts 1 and 2, the Capital Expenditures and Programming Office (CEPO), the Franklin Regional Transit Authority, and the Franklin Regional Planning Board.
Current Activities
The current Transportation Improvement Program covers the years 2008-2011, and was amended to reflect updated costs and project readiness on May 28, 2008. Below you can download the 2008 TIP Amendment and the full, endorsed 2008-2011 TIP. The The development of the 2009-2012 TIP is currently underway. It will be released for a 30 day public review and comment period once the Executive Office of Transportation releases its air quality information that will be included. Future Plans
The 2009-2012 TIP will be endorsed by the Franklin County Transporation Planning Organization approximately one week after the 30 day public review period ends. Drafts of the TIP will be posted on this website for review and comment, and the final TIP will be posted for reference. Development of the 2010-2013 TIP will begin in May-June, 2009.
